As part of the public investment management (PIM) reform, the DREAM team has introduced another update to the system's functionality, which serves as the digital foundation for PIM. A new set of features has been launched on the public portal, including:
Updated Single Project Pipeline (SPP)
The Single Project Pipeline (SPP) is the final list of the most prioritized and strategically important projects and programs from various public investment sectors. This year, the SPP includes 89 projects and 60 programs — 75 of which are ongoing and funded from the 2025 state budget, along with 74 new projects and programs.

This functionality allows users to:
- view all projects in one unified space and analyze them by key parameters;
- filter and select them by sectors, directions, regions, and policy goals;
- transparently assess the stage of preparation and implementation of each project.
Detailed Project and Program Cards
Each project and state program is displayed on a dedicated page that includes:
- general information about the initiative;
- stages of pre-investment and full feasibility study (FS);
- timeline and implementation dynamics;
- links to related policy and strategic documents.
This improves transparency and helps stakeholders better understand the logic and effectiveness of project implementation.
State Sectoral Pipelines (SPs)
Sectoral pipelines are collections of projects and programs within a single sector that have passed screening, sectoral assessment, prioritization, and selection according to established procedures.
A dedicated section of the public portal — https://dream.gov.ua/sectoral-portfolios — showcases strategically important initiatives for the development of all 18 public investment sectors.
This makes it possible to:
- see which projects and programs are planned for implementation in each sector;
- track the initiatives planned by line ministries to achieve specific policy goals and development strategies;
- assess the balance of funding and priorities within each sector.

Here, users can:
- filter pipelines by sector or priority;
- generate high-quality reports;
And also:
- evaluate development planning for each sector;
