In accordance with Articles 118, 119 of the Constitution of Ukraine, executive power in regions and districts, the cities of Kyiv and Sevastopol is exercised by local state administrations. The Law of Ukraine “On Local State Administrations” (Article 7) stipulates that the legal status of local state administrations is established by the Constitution of Ukraine, this Law and other laws of Ukraine. Local state administrations in their activities are guided by the Constitution of Ukraine, this and other laws of Ukraine, acts of the President of Ukraine, the Cabinet of Ministers of Ukraine, higher-level executive bodies, and district state administrations in the Autonomous Republic of Crimea are also guided by decisions and resolutions of the Supreme Council of the Autonomous Republic of Crimea, decisions of the Council of Ministers of the Autonomous Republic of Crimea, adopted within the limits of their powers. Organizational and procedural issues of the activities of the Chernihiv Regional State Administration are determined in its Regulations, approved by the order of the head of the Chernihiv Regional Military Administration dated November 26, 2024 No. 933.
