Thanks to this new approach, we are introducing a unified model for project development, assessment, and prioritization. PIM Reform: Presentation for Communities and Regions Held in Lutsk

PIM Reform: Logic and Implementation Stages Discussed in Vinnytsia

Dnipro continues to expand its network of safe shelters for city residents actively. Over three years of full-scale invasion, the number of shelters has increased dramatically: in 2022, there were only seven simple municipal shelters, and today there are 334. In total, the city now has 303 shelters, 401 simple shelters, and 175 mobile shelters located at public transport stops and other crowded areas, according to local authorities.The commissioning of Civil Protection Shelter No. 12831 on Starokozatska Street, 52A, after eight months of major renovation, is a clear example of this systemic effort. It’s a completely different quality of environment — spacious, clean, equipped with everything necessary, and people genuinely feel safer”, — says Petro Smachenko, Deputy Director of the Capital Construction Department of Dnipro City Council.&nbsp; City officials acknowledge that not all older shelters can be restored, which is why new shelters are being actively built in parallel, especially near schools. For example, at Gymnasium No. 2, the shelter operates 24/7, accommodating up to 575 people. Successful projects in DREAM: Shelter renovation in Dnipro

An event was held in Mykolaiv, bringing together representatives from communities and regional administrations in the Mykolaiv, Odesa, and Kherson regions to present the implementation of the Public Investment Management (PIM) reform in Ukraine. The presentation continued a series of events aimed at strengthening local capacities and helping communities better adapt to changes in public investment management. PIM Reform was presented to the Regional Administrations and Communities of Southern Ukraine

The fourth Ukraine Recovery Conference (URC2025) took place in Rome, the year’s key event dedicated to Ukraine’s recovery and development. President of Ukraine Volodymyr Zelenskyy, top Ukrainian officials, representatives of the EU and global governments, international financial organizations, donors, and civil society representatives participated in the event. For the first time, the reform of Public Investment Management (PIM) and the transformation of DREAM — its digital backbone — were presented to the international audience. DREAM is transforming into a fully integrated Public Investment Management system. The PIM reform is crucial for European integration, as it incorporates global best practices and transforms how public funds are allocated, particularly through digital tools. This ensures transparency and accountability across all levels of the investment process. URC2025: New Opportunities of DREAM Presented to the International Community

The first National Medium-Term Plan of Priority Public Investments was approved on July 2. It is a document that defines the sectors and priority streams of investment that the state plans to allocate public investments to over the next three years, as well as the estimated amount of funding that will be directed to priority streams from various sources. The document was approved by the Strategic Investment Council and adopted by the Cabinet of Ministers of Ukraine simultaneously with the approval of the Budget Declaration for 2026–2028. According to the plan, there are 12 priority sectors for public investment, namely: transport, municipal infrastructure and services, housing, energy, education and science, healthcare, social sphere, legal activities and justice, public finance, environment, public services and related digitalization, as well as public safety. To achieve the state's strategic development goals, public investments will be directed precisely to these sectors over the next three years. The estimated amount of public investments, determined by the Ministry of Finance for the medium-term period, is UAH 581.3 billion. The largest funding is envisaged for the following sectors:<ul><li>transport – over UAH 198 billion;</li><li>energy – over UAH 120 billion;</li><li>education and science – over UAH 82 billion;</li><li>healthcare – over UAH 43 billion;</li><li>housing – over UAH 18 billion;</li><li>municipal infrastructure and services – over UAH 12 billion.</li></ul>The approval of the national-level MIP is one of the priority steps within the public investment management reform. The PIM reform combines strategic and medium-term budget planning, enabling the state's financial resources to be directed to key projects following government priorities and the current needs of Ukrainians, ensuring transparency, accountability, and the efficient use of funds at all levels. By amendments to the Budget Code and CMU Resolution No. 294, adopted on February 28, 2025, the Ministry of Economy developed the Medium-Term Plan based on proposals from 15 sectoral ministries. The DREAM Project Office team was involved in coordinating the development of proposals to the MIP with each of the sectoral ministries. In particular, they presented and explained the plan's logic to teams from the 15 involved ministries, analyzed sectoral strategies, trained on system functionality, and supported the responsible teams at each stage of proposal development. As a result of dozens of workshops and consultations involving Ukrainian and international experts, including the Open Contracting Partnership and the RFA (Recovery for All) project, 27 proposals were formed for the medium-term plan, covering 170 public investment streams. Following a series of coordination meetings with sectoral ministries and a detailed analysis by the Ministry of Economy — which considered, in particular, the results of the Rapid Damage and Needs Assessment (RDNA4), the Ukraine Facility, and the defined priorities within the activities of the Ukrainian Donor Coordination Platform — 51 streams were defined as key or priority for inclusion in the National Medium-Term Plan of Priority Public Investments for 2026–2028. The main public investment streams are aligned with the objectives of the State Strategy for Regional Development of Ukraine, as well as sectoral strategies, and have priority for funding. The Medium-Term State Public Investment Plan was developed using the DREAM ecosystem. This allows:&nbsp;<ul><li>review each stage of the MIP formation and implementation;</li><li>analyze and evaluate priority sectors and subsectors of public investment in detail;</li><li>examine the state's cross-cutting goals;</li><li>determine streams for which projects and programs should be initiated;</li><li>check with clear target indicators for each stream;</li><li>view the indicative ceiling total volume of public investments for 2026–2028 by source of funding;</li><li>explore investment funding amount by sector per year: 2026, 2027, 2028.</li></ul>You can find the state's MIP on a separate page of the public portal — <a target="_blank" rel="noopener noreferrer" href="https://dream.gov.ua/mtp">https://dream.gov.ua/mtp</a> — and in the DREAM analytics module. The MIP ensures that all public investments are aligned with the strategy and strategic objectives at both the national and local/regional levels. Currently, the Ministry for Development of Communities and Territories is working on creating an effective and differentiated regional policy, taking into account the specific characteristics of each macro-region. High-quality planning and preparation of SSRDs, regional strategies, and local development strategies influence the attraction of investment to community projects. The Ministry for Development, together with the Open Contracting Partnership, other partners, and the DREAM Project Office team, is preparing explanatory and training campaigns to help better understand the logic of the reform and each of its stages, enhance local capacity, and ensure effective use of the digital tools at the heart of this reform. Representatives of communities and local authorities from Zhytomyr, Kyiv, and Cherkasy regions gathered in the capital of Ukraine to learn from primary sources about the peculiarities of implementing the Public Investment Management (PIM) reform, specifically its essence, stages of implementation, and benefits for communities. The series of events was initiated by the Ministry for Development of Communities and Territories of Ukraine and the DREAM Project Office with the support of UNDP and the Government of Japan. The meeting in Kyiv completed the first part of a series of reform explanation events for communities and regions. The MIP serves as a guide in this process, outlining investment priorities and allocating resources accordingly. It is important to understand that the country has limited resources and to attract international funding, we must form project and program portfolios that are well-grounded, properly assessed, and identified as a priority for implementation,” said Oleksii Riabykin.Ana Lucatela, Head of Regional Recovery at UNDP Ukraine, noted that access to international funds and the ability to utilize their resources require mastering strategic approaches to planning and managing public investments. A systematic approach enables better coordination of assistance and directs it to projects that truly matter to society. Currently, there are 18 different mechanisms for preparing public investment projects in Ukraine. To unify them, a significant transformation is needed. PIM Reform: Dnipro hosted the presentation event for Communities and Regions

An event aimed at clarifying the essence of the Public Investment Management (PIM) reform and the specifics of its practical implementation for regional and local authorities took place in Chernihiv.This was the first in a series of regional events that brought together over 300 participants, including representatives of the Ministry for Development of Communities and Territories of Ukraine, the Verkhovna Rada of Ukraine, Sumy and Chernihiv Regional State Administrations, communities from Sumy and Chernihiv regions, the DREAM Project Office, civil society, the expert community, and international partners. Participants had the opportunity to engage in discussions about the key stages of implementing the PIM reform, including the development of a Medium-Term Plan of Priority Public Investments (MIP), methodologies for preparing public investment projects and programs, the creation of sectoral portfolios, and a Single Project Pipeline at the national, regional, and local levels. According to Deputy Minister for Development of Communities and Territories Oleksii Riabykin, the foundation of the reform is strategic and medium-term planning. Starting in July, communities and regions will begin preparing their Medium-Term Priority Public Investment Plans (MIPs), followed by the development of projects and programs in September. By December, they will form Single Project Pipelines. In this context, regions and communities must prepare for the practical implementation of new approaches to managing public investments. As noted by Vitalii Bezgin, Member of Parliament of Ukraine and Chair of the Subcommittee on Administrative-Territorial Structure and Local Self-Government of the Verkhovna Rada Committee on State Building, Local Governance, Regional Development, and Urban Planning, it is vital to understand that after the war, there will be a significant shortage of funds for community recovery. Therefore, it is essential to lay the groundwork for attracting international financing now—including through the PIM reform. To address challenges related to limited institutional capacity and financing for project and program preparation, the Government is collaborating with international financial institutions, including the European Investment Bank (EIB), the European Bank for Reconstruction and Development (EBRD), and the World Bank Group, to develop a Framework Program for Project Preparation in Ukraine. This structure will coordinate project preparation through the Project Preparation Facility (PPF), enabling the development of projects that meet quality, environmental, and social standards. Ana Lucatela, Head of Regional Recovery at UNDP Ukraine, emphasized the importance of collaboration among the Government, parliament, regional administrations, and communities—with support from the international community—for the successful implementation of key reforms in Ukraine. UNDP and other international partners emphasize the central role of communities in the recovery process, including their ability to gather transparent and verifiable data on recovery needs. Strategic planning is also a key priority for donors. PIM Reform: Presentation for Communities and Regions Representatives took Place in Chernihiv

Ukraine is revising its rules and adopting global best practices to ensure transparent and effective coordination of public investments. As part of the public investment management (PIM) reform, the Government is implementing the "Ukrainian Projects" program, aimed at ensuring the country's sustainable development by establishing a unified approach to identifying priority areas for capital investment. As Prime Minister of Ukraine Denys Shmyhal emphasized, the reform envisions a combination of strategic vision, comprehensive planning, and transparent financial resource allocation. "For the first time, we have a clear list of national priorities. Now, only projects that are truly needed by the people and the country receive funding. In the context of limited resources, we are advancing development and reconstruction here and now. That's why the quality, speed, and efficiency of implementation are essential. United for Peace and Security: Summit of Cities and Regions took place in Kyiv

The Government of Ukraine continues to advance the reform of public investment management (PIM). The Cabinet of Ministers has approved the Resolution "Some Issues of Public Investment Management," which sets out the procedures for implementing the reform. The procedures were developed jointly by the Ministry for Communities and Territories Development of Ukraine, the Ministry of Economy, the Ministry of Finance, and both Ukrainian and international experts. They cover:<ul><li>the preparation of public investment projects and programmes;</li><li>the formation of a Single Project Pipeline at national, regional, and local levels, as well as sectoral pipelines at each of these levels;</li><li>the appraisal of public investment projects and programmes;</li><li>the implementation of public investment projects and programmes across all levels of government.</li></ul>The PIM reform integrates strategic and medium-term budget planning, enabling the Government to allocate financial resources to priority projects in line with national development goals and the current needs of the Ukrainian people. This approach ensures greater transparency, accountability, and efficiency in the use of public funds. The new procedures establish a unified framework for managing public investment projects, supported by the Unified Information System that includes the DREAM ecosystem. The procedures draw on international best practices, including the UK Five Case Model and recommendations from the Tony Blair Institute (TBI) and the European Investment Bank’s JASPERS programme. Moreover, the procedures incorporate the "build back better" principles, accounting for social considerations, environmental impact assessments, safety, energy efficiency, inclusiveness, and gender equality. The Medium-Term Plan for Priority Public Investments, scheduled for approval in May 2025, is currently being developed.In parallel, the government team, development partners, and the DREAM Project Office are preparing training campaigns to familiarise project initiators and implementers with the reform’s logic, enhance their capacities, and equip them to work effectively with the digital tools at its core. At present, the functionality of the DREAM ecosystem – a key tool for forming the Single Project Pipeline – is being upgraded to provide a robust mechanism for implementing the PIM reform. We extend our gratitude to its partners from the European Commission, the UK Government, the World Bank, the UK’s International Programme Assistance (IPA), the Tony Blair Institute, the Open Contracting Partnership, the Green Transformation Office, and the DIXI Group for their invaluable support in developing and preparing these procedures.

Government of Ukraine has released the regulations for the preparation, appraisal, and implementation of PIPs and programs

The Cabinet of Ministers of Ukraine has approved a list of 36 general secondary education institutions that will receive funding from the state budget subvention for the construction, reconstruction, or major renovation of protective shelters.&nbsp; The total amount allocated for the implementation of these projects exceeds UAH 1.09 billion. Funding will be distributed as follows:&nbsp; 12 projects - in communities with very high or high risk levels;&nbsp; 24 projects - in communities with moderate or satisfactory risk levels&nbsp; The risk level is determined according to a methodology developed by the Ministry of Education and Science (MES), which includes five categories depending on the security situation in each community. The organizers of the prestigious World Commerce &amp; Contracting 2025 Innovation &amp; Excellence Awards have recognized the implementation of the state DREAM ecosystem as a digital tool that determines the efficiency, transparency, and accountability of the restoration and development processes in Ukraine.&nbsp; It proves that the ecosystem is being developed and implemented in line with the highest international standards — thanks to the joint efforts of the Ministry for Communities, Territories and Infrastructure Development of Ukraine, the Ministry of Finance of Ukraine, the Ministry of Economy of Ukraine, the Open Contracting Partnership, the "Digitalisation for Growth, Integrity and Transparency" project (UK DIGIT), Ukrainian communities, regional administrations, non-governmental organizations, and our international partners.&nbsp; Currently, 1280 communities are working with DREAM, and over 11,500 active projects with a total budget of UAH 1.3 trillion have been added to the ecosystem.&nbsp; DREAM's integration with government services, systems, and registries, strict compliance with regulatory requirements, and unified, clear rules for implementing projects on the build-back-better principle allows not only to ensure the effective allocation of funds for restoration using DREAM but also to change approaches to public investment in Ukraine.&nbsp; Today, anyone can use the public portal dream.gov.ua or the analytics module bi.dream.gov.ua&nbsp; to observe projects by state, region, or individual community;&nbsp; learn the state's Single Project Pipeline and Ukraine's recovery priorities;&nbsp; access project documentation and contractual processes; evaluate their effectiveness; check how many people will benefit from project implementation, etc.&nbsp; The next step is to implement the public investment management reform using the Unified Information System, of which DREAM is an integral part.&nbsp;This means that every stage, from planning, appraisal, and preparation of PIPs and programs to formation of sectoral and SPPs at different levels to decisions on financing and project implementation, will be carried out using DREAM.&nbsp; This path of innovation will affect the capacity and sustainability of the state's development in line with its strategic priorities and goals.&nbsp; We are grateful for your trust and support along the way.

DREAM Ecosystem and Ukraine receive Award for Excellence in Technological Innovation for Contract Management

He also noted that the reform was developed in line with European principles and approaches to public investment.&nbsp; Victor Nestulia summarized the discussion by noting that the DREAM Project Office, together with the ministries responsible for implementing the reform, is currently developing tools that will allow communities to better prepare for future changes.&nbsp; Throughout the event, the Forum participants had the opportunity to talk to representatives of the DREAM project office and ask questions directly about the changes that are expected to be made to the system in the context of implementing the public investment management reform. Держава створює механізми для рівномірного розподілу ресурсів, та їх спрямування відповідно до визначених потреб та пріоритетів громад і регіонів. “Сьогодні 19% території України окуповано. Сотні тисяч об'єктів пошкоджено або знищено через війну, мільйони людей були вимушені залишити свої домівки. Найскладніша ситуація у громадах, які розташовані у безпосередній близькості до лінії фронту. Запорукою цієї стійкості є люди. Саме тому уряд ухвалив важливе рішення про надання системної фінансової підтримки прифронтовим громадам. Кошти будуть спрямовані на укриття, спецтехніку, звʼязок, відновлення критичної інфраструктури - все те, що допоможе зберегти життя. Для масштабного відновлення потрібне довгострокове планування та ефективні інструменти співпраці. Держава створює нові механізми для посилення згуртованості громад, взаємодії між країнами та довіри на всіх рівнях”, - сказав Олексій Кулеба.&nbsp; Керівник проєктного офісу DREAM Віктор Нестуля взяв участь у панельній дискусії “Реформи заради кращого майбутнього”, під час якої учасникам Форуму було представлено реформу управління публічними інвестиціями, драйверами якої є Міністерство фінансів, Міністерство економіки та Міністерство розвитку. Зокрема йшлося про новий підхід до розподілу публічних коштів на державному, регіональному та місцевому рівнях, а також забезпечення прозорості та підзвітності їх використання. Також спікери розповіли про логіку реформи, особливості стратегічного планування, принципи підготовки та пріоритезації інвестиційних проєктів та програм, формування проєктних портфелів, інструменти моніторингу.&nbsp; <img src="https://cms.dream.gov.ua/uploads/DSC_03839_51988199cd.JPG" alt="DSC03839.JPG" srcset="https://cms.dream.gov.ua/uploads/thumbnail_DSC_03839_51988199cd.JPG 234w, https://cms.dream.gov.ua/uploads/small_DSC_03839_51988199cd.JPG 500w, https://cms.dream.gov.ua/uploads/medium_DSC_03839_51988199cd.JPG 750w, https://cms.dream.gov.ua/uploads/large_DSC_03839_51988199cd.JPG 1000w" sizes="100vw" width="1000"> Зі свого боку міжнародні партнери висловили підтримку реформі та підкреслили її значення для підвищення стійкості місцевого самоврядування. За словами генерального секретаря Конгресу місцевих та регіональних влад Ради Європи Матьє Морі, важливо, щоб повоєнне відновлення відбувалося з урахуванням потреб громадян. Керівник відділу співробітництва Представництва Європейського Союзу в Україні Штефан Шльонінг відзначив значний прогрес в реалізації реформи, особливо що стосується прозорого і підзвітного бюджетування. А також зауважив, що реформа розроблена з урахуванням європейських принципів і підходів до публічного інвестування. Підсумовуючи обговорення, Віктор Нестуля зазначив що наразі Проєктний офіс DREAM у тісній співпраці з міністерствами, відповідальними за впровадження реформи напрацьовують інструменти, які дозволять громадам краще підготуватися до майбутніх змін. Протягом усього заходу учасники Форуму мали можливість поспілкуватися з представниками проєктного офісу DREAM та безпосередньо поставити питання щодо змін, які очікують на користувачів системи в контексті впровадження реформи управління публічними інвестиціями. На платформі розміщено понад 11 тисяч проєктів, загальна вартість яких становить 1 трильйон гривень.
